| Title | E-GOVERNANCE AND FINANCIAL INNOVATION: The Impact of Diia on Citizen Participation in Public Finance in Ukraine |
| Summary | This thesis examines whether digital government platforms can enhance citizen participation in public finance. It focuses on Ukraine’s Diia app, which introduced a feature in October 2022 that allows people to buy government bonds directly through their phones. Using an Interrupted Time Series (ITS) regression model, the study finds a clear and sustained increase in monthly bond holdings following the launch of this feature. The results show that making access easier, rather than income level, is the primary factor behind greater citizen involvement. Even when accounting for economic conditions such as interest rates and exchange rates, Diia still had a strong positive impact. These findings suggest that digital tools like Diia can play a key role in helping countries raise money from their citizens, especially during times of rebuilding. The thesis concludes with recommendations for expanding digital bond options, increasing user reach, and enhancing the app’s security as Ukraine advances toward EU membership. |
