Title Female Leadership in Public Procurement: Evidence on Hungary
Summary Using data on firms, CEOs, and public procurement contracts from 2008 to 2020, this thesis explores how female leadership affects participation and performance in public procurement in Hungary. The analysis is conducted at both the firm and bid levels, using Ordinary Least Squares (OLS) and Poisson Pseudo-Maximum Likelihood (PPML) models with high-dimensional fixed effects. Firms with at least one female CEO, on average, have lower sales and are less likely to participate in tenders. However, conditional on entry, they perform similarly to male-led firms in terms of success rates and contract volumes. At the bid level, female-led firms win slightly larger contracts in nearby tenders, but are less likely to win and secure smaller contracts in more distant ones. These findings suggest that gender gaps in procurement reflect differences in participation patterns and exposure to geographic constraints.
