Title Short Notice Military Deployment in Central and Eastern European NATO member Countries: Bargaining over Budgets and Domestic Sources of Foreign Policy
Summary The aim of this thesis is to propose an answer to two questions: how do the governments bargain on the domestic level about foreign policy issues and how do the governments create budgets for short notice military deployments. To accomplish this goal, the thesis looks at the case of the NATO Response Force and how the eight former socialist countries from the Central and Eastern Europe, namely Czech Republic, Estonia, Hungary, Lithuania, Poland, Romania, Slovakia and Slovenia, allocate resources for their national contributions to it. It also looks at how the theoretical propositions of the two-level games and the bureaucratic politics model help to understand the influence of the domestic politics on the foreign policy issues in general and budgeting procedures in particular. The thesis uses a structured and focused comparison and congruence method together with country surveys to account for the results.
