Title EU Democracy Promotion in Lebanon: Normative or Realpolitik Actor?
Summary The European Union has been engaged in democracy promotion efforts in its neighborhood since the founding of the European Foreign and Security Policy. These efforts have been an important attribute in forming the EU’s image of a normative foreign policy actor, devoted to the values of peace, human rights, democracy and the rule of law. This works aims to examine the nature of the EU democracy promotion efforts in Lebanon, in order to detect possible improvements after the initial failure in the events of the Arab Spring. Using the document analysis, this works finds that the EU has been a Realpolitik rather than a normative actor in its democracy promotion efforts in Lebanon before the Arab Spring, prioritizing political stability over democracy. However, the analysis finds that the EU has indeed learnt from its mistakes, demonstrating normative nature of its goals, means and impact after the changes in its democracy promotion were introduced.
