Title | Same Intentions and Different Outcomes: Post-revolution Anti-corruption Reforms in Georgia and Ukraine Between 2003 and 2012 |
Summary | The thesis had the objective to investigate the relationship between political will and anti-corruption results in two post-communist countries: Georgia and Ukraine. Although Ukraine's post-revolution government promised to fight corruption, international corruption assessment ratings show that the country's anti-corruption program failed. Unlike in Georgia, where corruption has been reduced manifold. These cases were picked for the comparative analysis because they had similar political and institutional structures while having different outcomes in regard to anti-corruption. For the purpose of this research, two theoretical approaches were applied, namely the framework of Brinkerhoff (2010) on assessment of political will and the Rothsteins (2011) "big bang" theory, emphasising the importance of structural changes needed to ensure the long-term viability of anti-corruption efforts. The research argues that a high level of political will by top-level leadership to implement cross-sectoral sustainable reforms is key to anti-corruption success. The argument is supported by the data gathered from the analysis of interviews with key decision-makers and content analysis of the relevant literature, countries anti-corruption policies and communications through local newspapers. The study contributes to the literature by examining relationships between political will and effectiveness of anti-corruption reforms, which can be further developed in future research for analysing anti-corruption reforms successes and failures. The findings of this thesis can be used for the study of regimes in post-communist countries and the other geographical areas in the field of anti-corruption reforms and beyond. |
