Summary Terrorism is a threat to all democratic institutions. It is a constantly evolving phenomenon. With the advent of Web 2.0, Cyber-terrorism was born. It exploits the Internet to spread its radical ideology and instill fear in people.
Because of the ever-increasing role that the Web plays in terrorism’s action strategies, it has become imperative to develop new measures that target this particular form of terrorism. In April 2021, The European Parliament and the
Council of the European Union approved the Regulation to Combat the Dissemination of Terrorist Content Online (TERREG). This thesis aims to focus on why this Regulation was necessary, what countermeasures it introduces, and what side effects it has.
Moreover, public opinion has not willingly accepted TERREG. Through a sentiment analysis of Twitter users, this research found that the main reason why individuals opposed such Regulation is that it excessively limits their fundamental rights. It was also inferred that this discontent stems from a failure of the European Union to promote public awareness campaigns on the issue of cyber-terrorism.
